      <image:caption>Calaveras County, CA The Calaveras Council of Governments retained LSC Transportation Consultants to conduct the 2021 update of the Calaveras County Regional Transportation Plan. As part of the RTP process, LSC conducted multiple rounds of public outreach, including online surveys and public workshops. LSC developed project lists in close coordination with the Client that addressed the transportation needs of the county, regional priorities, and community concerns. LSC prepared all required CEQA documentation for an RTP. The Plan was completed in September 2021.</image:caption>

      <image:title>Recent Transit Projects - Carson Center JAC Transit Center Study</image:title>
      <image:caption>Carson City, NV LSC Transportation Consultants, Inc. was commissioned by Carson City Public Works Department to conduct a transit center study. The goal of the study was to explore the possible relocation and/or expansion of the existing transit center to better serve existing passengers, as well as to accommodate future transit service growth. LSC recommended construction on the existing transfer center site, rather than constructing a new transit center on the other sites that were considered.  Carson City adopted this plan in July of 2023.</image:caption>

      <image:title>Recent Transit Projects - Humboldt County Transit Development Plan (2017, 2023)</image:title>
      <image:caption>Humboldt County Association of Governments The Humboldt County Association of Governments (HCAOG) retained LSC Transportation Consultants, Inc., to prepare update the Humboldt County Transit Development Plan (TDP) in both 2017 and 2023. In 2017, work consisted of developing service, capital, and financial plans for six transit systems in the County as well as the creation of a Strategic Plan to assist the SSTAC in better addressing unmet transit needs. In 2023, the TDP provides service recommendations, capital recommendations and financial plans for the Humboldt Transit Authority, Eureka Transit Service, Arcata and Mad River Transit System, Fortuna Transit, and the Blue Lake Rancheria Transit System. Recommendations are focused on how to optimize transit efficiency across the entire region, including improving transfer opportunities, developing a unified branding system, and streamlining operations. The 2023 TDP also focuses on how to improve transit services to Cal Poly Humboldt given the university’s anticipated expansion in upcoming years. Specific services considered to enhance access to Cal Poly Humboldt include Express service from Eureka and McKinleyville to Arcata, microtransit, and a circulator fixed route. The Final 2023 TDP was adopted in the winter of 2023.</image:caption>

      <image:title>Recent Transit Projects - Juneau Circulator Study</image:title>
      <image:caption>Juneau, AK The City and Borough of Juneau (CBJ) hired LSC Transportation Consultants, Inc. to evaluate the possibility of a public transit circulator strategy that could facilitate visitor travel within the Juneau, Alaska area and help to solve problems caused be a massive influx in tourism. This massive influx in tourism over time has led to an increase in traffic congestion and environmental pollution in and around Downtown Juneau during peak summer months. It also has led to visitor use of the Capital Transit fixed routes to a degree that impacts residents’ mobility in peak visitor activity periods. To address these issues, LSC determined what types of transportation services the CBJ should consider, which service would be most appropriate for the region, and how CBJ could fund and implement such a program.</image:caption>

      <image:title>Recent Transit Projects - Lake County Transit Development Plan (2023)</image:title>
      <image:caption>Lake County, CA The Lake Area Planning Council (Lake APC) retained LSC to prepare a Transit Development Plan (TDP) for the Lake Transit Authority (LTA) and Lake Links. The TDP evaluated existing transit conditions and recent operations to develop a five-year service, capital, and financial plan intended to improve LTA and Lake Links. The TDP served as an opportunity to thoroughly review transit performance in the wake of the COVID-19 pandemic and to determine what service changes would best meet the needs of Lake County residents in the post-pandemic era given limited resources. Outreach consisted of an onboard survey, online survey, a booth at the Lake County Fair, and a virtual workshop. Service alternatives were developed based on operations data, transit demand, and public input. The Final TDP recommended new microtransit services, expanded paratransit services, shifted fixed routes, and limited Sunday service, among other components.</image:caption>

      <image:title>Recent Transit Projects - Mendocino SRTDP</image:title>
      <image:caption>Mendocino County, CA The MTA SRTDP served as an opportunity to thoroughly review transit performance in the wake of the COVID-19 pandemic and to determine how services can best meet local needs in the post-pandemic era given limited resources. For the MTA SRTDP, LSC’s work consisted of the following: onboard surveys of all routes and services; extensive service and operations review; evaluation of appropriate goals, standards, and performance measures; detailed cost and ridership analysis of a wide range of service alternative, including new routing structures, rural lifeline services, and microtransit; development of capital, marketing, and fare improvements; and preparation of a detailed service plan and associated capital, marketing, and fare strategies. AIM Consulting, Inc. supported LSC with public engagement, leading the two community workshop efforts. The final report recommended redesigning fixed route service in Ukiah to provide shorter travel times between popular destinations, reinstating night service and implementing microtransit service as a way to connecting an outlying neighborhood to services in Willits.</image:caption>

      <image:title>Recent Transit Projects - Tuolumne County TDA Triennial Performance Audits</image:title>
      <image:caption>Tuolumne County, CA Transportation Development Act (TDA) requires that a Triennial Performance Audit be conducted for all transit operators and Regional Transportation Planning Agencies. A performance audit is a systematic process of evaluating an organization’s effectiveness and the efficiency and economy of operations under management control. The objectives of the audit are to provide a means for evaluating an organization’s performance and to enhance the performance by making recommendations for improvement. In addition, the audit evaluates the adequacy of an organization’s systems and the degree of compliance with established policies and procedures. LSC Transportation Consultants, Inc. has been retained by the Tuolumne County Transportation Council (TCTC) acting as the Regional Transportation Planning Agency to conduct audits of the TCTC and Tuolumne County Transit Agency (TCTA) for the past three cycles.   Recommendations for the TCTC included: 1) Contract with a private firm for certain fiscal matters 2) Adopt rules regarding the submission of claims for bicycle and pedestrian facility projects. Overall, the TCTA audit found that the transit operator is effective and efficient, in fact ridership increased during a time when many other rural transit agencies have seen declines. The audit recommended the agency improve record retention practices so that required TDA documents are readily available for the next auditor as well as consider fare structure changes to address the low farebox ratio.</image:caption>

      <image:title>Recent Transportation/Traffic Projects - Del Norte County, CA</image:title>
      <image:caption>Elk Valley Road Multimodal Corridor Plan Elk Valley Road was the original highway along the Pacific Coast in Del Norte, California.  While bypassed by a newer alignment of Highway 101, it still serves as an important local roadway providing access to Redwoods National Park and local residential and commercial uses.  It is also an important link in the regional bicycle network.  However, it still has a narrow rural roadway cross-section.  Concerned with the high crash rate and desiring a roadway that better serves all users, the Del Norte Local Transportation Commission hired a team consisting of Dokken Engineering and LSC to conduct a Multimodal Corridor Study.  The resulting plan has been approved by the Del Norte Local Transportation Commission Board as well as the Del Norte County Planning Commission and is currently being used as a basis for HSIP and State funding applications.</image:caption>

She has also prepared updates of Coordinated Public Transit Human Service Transportation Plans and Regional Transportation Plans. As part of these studies, Ms. Evans has researched demographic and economic data, reviewed the existing transit systems, administered onboard surveys, conducted public workshops, analyzed alternatives, and prepared fiscally constrained financial plans. Ms. Evans has also been responsible for conducting Triennial Performance Audits of both Regional Transportation Planning Agencies and transit operators in California.</image:caption>
