COORDINATED PUBLIC TRANSIT HUMAN SERVICES TRANSPORTATION PLANS
A Coordinated Public Transit–Human Services Transportation Plan (HSTP) is a locally developed plan that identifies the mobility needs of seniors, individuals with disabilities, and low-income populations, and outlines ways to improve access to transportation services. Its importance lies in ensuring that limited resources are used effectively by aligning public transit and human service transportation programs, fostering collaboration among providers, and prioritizing projects for federal funding. By integrating community input and focusing on equity, these plans help create more inclusive, efficient, and responsive transportation systems that address the needs of transit-dependent populations.
